Overview

The EU’s Ecodesign for Sustainable Products Regulation, which entered into force on 19 July 2026, bans large textile firms from destroying unsold clothing, shoes, and accessories. Companies must first offer surplus items for resale, donation to at least three social-economy organisations, or reuse, waiting eight weeks before any destruction is permitted. Exceptions are limited to unsafe, damaged, counterfeit, or heavily soiled products. Medium-size firms will be subject to the same duties from 19 July 2030; small producers remain exempt.

The Commission estimates that 4–9% of EU textile output—up to 594,000 t annually—is currently destroyed, generating about 5.6 million t of CO2. To support the transition, the regulation introduces a digital product passport, which is expected to become mandatory by the end of next year, requiring manufacturers to provide data on material composition and environmental impact.

While the ban aims to promote a circular economy, critics and environmental groups warn that loopholes may allow significant amounts of goods to be discarded. Industry bodies argue the measure adds bureaucracy without solving fast-fashion waste, noting that some firms destroy excess stock to protect brand pricing. Beyond the EU, the shifting regulatory landscape and competition from low-priced Asian imports and global e-commerce platforms are placing economic strain on textile manufacturers in regions like Bosnia and Herzegovina, where companies have reported layoffs due to rising labor, energy, and logistics costs.
