In Mexico, shortages have expanded to over 300 colonies in Campeche and 302 colonies in Jalisco. In Jalisco, the State Human Rights Commission has documented intermittent supply and turbid water, noting that the water management body, Segia, is operating with a highly limited staff of only seven authorized positions. In Chiapas, water levels in regions such as La Frailesca, Comitán, and Cintalapa remain at only 30 percent of expected seasonal volumes, far below the typical 80 to 90 percent range. Legislators have warned that climate change may intensify future disputes, particularly for rural communities lacking legal titles to water bodies.
