Brazil AI Sovereignty & Supercomputing Infrastructure

Overview

Brazil is advancing its technological sovereignty through the Brazilian Artificial Intelligence Plan (PBIA), a massive investment initiative designed to foster native AI models and reduce dependence on foreign processing services. While initial estimates for the package were cited at R$ 2.5 billion, broader projections for the PBIA suggest total investments could reach R$ 23 billion between 2024 and 2028, including the structuring of a ‘Brazilian Cloud’ to maintain national control over data. A central pillar is the acquisition of high-performance supercomputers. One major project, managed by the National Laboratory for Scientific Computing (LNCC), involves a R$ 1 billion investment in a machine for the Augusto Severo Scientific and Technological Park in Macaíba, Rio Grande do Norte. Scheduled to begin operations in the second half of 2027, the machine is expected to reach a capacity of 7,200 petaflops. AMD has expressed interest in supplying components for this project, specifically targeting the CPU market to meet increasing demand during the AI inference stage. AMD’s general director in Brazil, Sergio Santos, stated the company is providing information to the Ministry of Science, Technology and Innovation and intends to participate through partners such as HP, Lenovo, and Dell. To further stimulate digital infrastructure, President Luiz Inácio Lula da Silva sanctioned Law 15.504/2026, establishing the Special Taxation Regime for Datacenter Services (Redata). This policy offers a five-year suspension of various taxes on equipment—including Import Tax, PIS/Cofins, and IPI—for companies that modernize data centers using renewable energy. To qualify, companies must also maintain specific water efficiency indices for cooling, invest at least 2% of product purchase values into research and development, and dedicate at least 10% of their processing and storage capacity to the domestic market.
