Overview
In late June 2026 Arab foreign ministers met in Amman for the 165th Arab League ministerial council and elected former Egyptian foreign minister Nabil Fahmi as secretary‑general for a five‑year term beginning 1 July, succeeding Ahmed Abu al‑Ghith. The council praised Abu al‑Ghith’s work on the Palestinian cause, noted internal divisions and regional wars, and centred its agenda on the humanitarian emergency in Gaza, calling for an immediate cease‑fire, unrestricted aid and steps toward a two‑state solution, while also addressing Libya’s stalled transition, Houthi activity, Iranian attacks and Israeli incursions.
Fahmi’s early days saw Israel bar him from the West Bank (8 July) and a press conference where he unveiled a five‑point reform plan (13 July). He followed with phone calls to Tunisia and Algeria (21 July), thanking them for support of Arab League activities and reaffirming the priority of defending Palestinian rights.
On 26 July Fahmi warned that the region was approaching a "point of severe danger" because of the stalled Palestinian issue and rising Gulf tensions. He appealed directly to U.S. President Donald Trump to curb Israeli settlement expansion, halt violations in Jerusalem and the West Bank, and fully implement the October peace plan. He reiterated the dire Gaza humanitarian crisis—about two million Palestinians living in deteriorating tents—and cautioned against Iranian‑aligned Houthi attacks, urging the swift reopening of navigation through the Strait of Hormuz and Bab al‑Mandab. Fahmi stressed that all regional actors share responsibility for security and called for renewed diplomatic negotiations based on international law.
