Overview
Transport and utility infrastructure across the Balkans continue to face disruptions from maintenance, environmental factors, and construction. In Bosnia and Herzegovina, heavy rainfall, fog, and wet, slippery road surfaces remain persistent issues. Recent heavy rains in Herzegovina triggered an orange warning from the Federal Hydrometeorological Institute, with rainfall potentially reaching 120 liters per square meter. This led to a landslide on the M-17 highway near the ‘Zdrava voda’ restaurant in Jablanica, prompting emergency patrols in vulnerable areas.
Significant highway works continue on the A-1. The Kakanj-Lašva section remains closed to all vehicles, with traffic diverted to the opposite side of the highway. The Nemila-Vranduk and Golubinja-Nemila sections also involve major works, rerouting traffic to the M-17 road. On the Sarajevo zapad-Lepenica stretch, traffic is moved to the overtaking lane. Slowed traffic persists at the Klopče tunnel entrance due to retaining wall repairs, and the Hercegovina bridge remains closed in the Počitelj–Bijača direction for slope protection works. Additionally, weight restrictions are in place on the Dobro Polje-Miljevina and Jablanica-Blidinje roads, limiting vehicles to 3.5 tons, while bridge expansion near the Brčko-Bijeljina road has rerouted heavy vehicles through Velika Obarska.
Regarding transport policy, the Ministry of Communications and Transport has denied allegations from the ‘Logistika BiH’ Consortium regarding responsibility for the exodus of professional drivers. Minister Edin Forto noted that the 90-day Schengen stay rule is an EU regulation. Recent data shows a rise in entry denials for BiH citizens at EU borders, with 5,070 refusals in 2024, a 26 percent increase from 2023. Croatia accounts for nearly nine out of ten denials. While Croatia has begun issuing long-term visas to professional drivers from BiH, administrative delays mean these visas only take effect one month after issuance, leaving the 90/180-day rule as a persistent industry obstacle.
