Romanian animal welfare expands amid shelter funding strain

Throughout 2026, Romania’s animal protection agencies have expanded rescue, sterilization, and adoption programmes. Early in the year, Bucharest’s Authority for Animal Protection (ASPA) offered 1,500 free cat sterilisations and rescued more than 1,180 abandoned dogs. While authorities have seen success—such as a doubling of sterilization rates for common breeds in Bucharest’s Ferentari neighborhood—financial and supply strains persist. By late August, ASPA reported that sterilization rates for common breed dogs in Ferentari reached 67%, a figure that has doubled compared to two years ago. Microchipping rates are also rising, with approximately 90% of purebred dogs and 75% of common breed dogs now microchipped. In Sector 5, ASPA conducted inspections of 295 properties, issuing notifications to owners who failed to meet legal requirements. Despite these gains, welfare groups warn of a surge in abandonment. ASPA reported that 23 puppies were taken into shelters in a single week, outnumbering adult dog rescues in that period. Organizations like the Hăpluț și prietenii Association in Buzău continue to struggle with the logistical and financial burdens of caring for animals arriving with malnutrition or trauma. The cost of necessary surgeries can range from 1,200 to 7,000 lei. To address population management and legal compliance, several regions have launched targeted free sterilization and microchipping campaigns. In Cut, veterinarian Diana Roșiu is scheduled to provide free sterilization for 40 female dogs and cats via a mobile veterinary ambulance on September 18-19. In Ilfov County, the Animal Protection department has scheduled September campaigns in Clinceni and Ciorogârla. ASPA Bucharest also continues its regular free services to prevent unwanted breeding and assist in locating lost animals. Authorities remind the public that sterilization is a legal obligation, with non-compliance fines between 5,000 and 10,000 lei, while animal abandonment can result in fines up to 12,000 lei.
