Overview

In late May 2026 the Catalan parliament approved a €49.162 billion budget, earmarking €2.5 billion for a housing programme targeting 50,000 new homes. An amendment on 2 July protected non‑contributory pensions for over 56,000 retirees, while President Salvador Illa highlighted a €4.3 billion mobility package, an El Prat airport upgrade and a financing model expected to bring €4.7 billion to the region. Housing implementation began in early July; under Plan 50.000 Grupo Corp received a 75‑year concession to build 1,065 affordable homes in ten municipalities and LANDETIC SL will deliver 111 protected rentals in La Seu d’Urgell, 30 % for young people, covering about 2,000 low‑income homes across 23 municipalities. On 11 July the government launched a €400 million four‑year “Pla de Pobles” to revitalize 807 small municipalities (725 towns under 5,000 residents, 65 decentralized entities and 17 comarca capitals). Grants range €500,000‑€6 million, with up to full funding for the tiniest towns and a 2 % co‑financing requirement for larger ones; the first €100 million call opens in October 2026, with awards expected by April 2027. Two days later the Statute of Rural Municipalities expanded eligibility to 599 localities and added financial aid, streamlined procedures, housing incentives, commerce support and tax benefits for new residents. Further steps followed: on 23 July the Diputació de Lleida announced a €500,000 scheme subsidising agri‑shops and multi‑service centres in about 190 municipalities under 2,000 inhabitants, covering up to 50 % of costs (max €20,000). Palamós also offered a €20,000 grant for new retail use in vacant ground‑floor spaces.
