EU-US Turnberry trade deal implementation

Overview

The Turnberry agreement, negotiated in 2025, entered its implementation phase in mid-2026. Following ratification, the EU removed customs duties on most U.S. industrial goods and granted preferential access for U.S. seafood and agricultural products. In exchange, the United States agreed to cap tariffs on most EU exports at 15%. The pact includes a sunset clause expiring on 31 December 2029 and safeguard mechanisms allowing the EU to suspend concessions if the U.S. fails to meet commitments.

One year after the agreement between President Donald Trump and Commission President Ursula von der Leyen, the actual flat tariff rate applied to most EU imports into the U.S. has dropped to 10%. U.S. Trade Representative Jamieson Greer cited concerns regarding forced labor among approximately 60 trading partners as the reason for this lower rate. The EU Commission has responded positively, stating that EU exports are either benefiting from or are equally treated under these regulations.

However, tensions persist regarding non-tariff barriers. U.S. Ambassador Andrew Puzder has renewed pressure on the EU to align its environmental and human rights supply chain regulations with the trade deal, arguing that the extraterritorial scope of the Corporate Sustainability Due Diligence Directive (CSDDD) and the Corporate Sustainability Reporting Directive (CSRD) creates “undue burdens” for American companies. Washington has also accused the EU of enabling Chinese evasion of U.S. tariffs and is pushing for amendments to the Carbon Border Adjustment Mechanism (CBAM). European Commission spokesperson Arianna Podesta emphasized that the EU’s “regulatory autonomy and legal framework are not subject to negotiation,” though she noted that discussions remain constructive.
