Overview

India’s monsoon rainfall deficit has stabilized at 15 percent of the long-period average, though extreme regional variability is increasing. While the national shortfall appears manageable, the India Meteorological Department indicates that nearly half of the country's districts have faced deficient or large deficient rainfall. Average rainfall from June to September was recorded at 759.4 mm, or 87 percent of the long-term average, marking the 13th lowest monsoon since 1901. Rainfall deficits now affect 282 districts, including a 41 percent decline in Punjab and 22 percent in Rajasthan. In Rajasthan, the deficit is expected to drive higher-than-normal temperatures in October. The Maharashtra government has declared 265 tehsils drought-affected, and drought-affected talukas have been announced in Karnataka. In Telangana, the monsoon deficit has expanded to 21 rainfall-deficient districts. These conditions have reduced paddy cultivation area by approximately 1.632 million hectares, though cultivation areas for crops like urad, millet, and sorghum have increased. As the rabi (winter) season approaches, El Niño concerns have intensified. Agriculture Minister Shivraj Singh Chouhan announced that the Union Ministry of Agriculture and Farmers’ Welfare has reduced the foodgrain production target for the 2026-27 agricultural year to 373.93 million tonnes, a decrease of 2.63 million tonnes compared to the previous year's estimate. This adjustment follows assessments of reservoir levels, soil moisture, and water availability. To manage scarcity, the government is advising states to prioritize pulses and oilseeds over water-intensive crops. Of the total target, 177.72 million tonnes is allocated for the upcoming Rabi season. By late September, the India Drought Monitor from IIT Gandhinagar reported that 51.2% of the country’s geographical area was classified as “abnormally dry or worse,” up from 46% earlier that month. Regional impacts are severe: 82% of the West, 64% of the Northeast, 56% of the South, and 46% of the North are affected.
