Latin American infrastructure and disaster prevention
Overview
Infrastructure and transportation projects continue to expand across Latin America, with an increasing focus on disaster prevention and climate mitigation. In Peru, the Ministry of Health has warned that more than 4,300 health centers are at risk from potential flooding and heavy rains associated with the El Niño phenomenon. In response, the Municipality of Lima has commenced cleaning 4 kilometers of the Chillón River basin.
To mitigate these risks, the Ministry of Transport and Communications, through the National Port Authority, is establishing a maritime logistics corridor. This network integrates seven strategic ports—Talara, Paita, Salaverry, Chimbote, Chancay, Callao, and Pisco—to ensure the movement of food, medicine, and humanitarian aid via maritime cabotage, providing an alternative to road closures caused by flooding. Supporting these efforts, the Lima Chamber of Commerce has proposed an emergency decree to prioritize the maintenance and protection of national logistics infrastructure, including ports, roads, and airports, to ensure operational continuity.
Further expanding Peru’s logistics reach, Pialze Oriente S.A.C. has obtained technical viability for the Pialze Oriente Port Terminal in Loreto. This project aims to create a bidirectional commercial corridor connecting the Brazilian Amazon with the Peruvian Pacific coast. A pilot operation has already successfully moved 2,000 tons of soybean cake from Brazil to Peru via the Manaos–Iquitos fluvial axis, demonstrating the potential for this route to facilitate trade between Brazil, Peru, and Asian markets.
In Paraguay, the Chamber of the Construction Industry (Capaco) is calling for increased investment in river dredging and road infrastructure to support growing port demands. Other regional developments include highway repairs in Mexico, bridge construction in Costa Rica, and connectivity investments in Argentina, Chile, Colombia, and Honduras.
