Regional crackdown on subsidy abuse and child trafficking

Overview

Mid-July 2026 saw a series of prosecutions for child sexual offences, fuel-diesel storage violations, and reforms to Malaysia’s Cooking Oil Stabilisation Scheme (COSS). The enforcement drive continued through August.

On 21 July, a West Java court convicted 19 members of a baby-trafficking ring, with sentences ranging from three to seven years. The ringleader, Lie Siu Luan, received seven years for trafficking at least 34 infants between 2023 and 2025, many of whom were sold to families in Singapore using falsified documents. The legal status of twelve children already in Singapore remains uncertain.

In Indonesia, legislative and social responses to sexual violence have intensified. Lawmakers have called for holistic state assistance and psychological rehabilitation for victims of sexual exploitation and rape. Additionally, high-level officials have demanded stronger protections for vulnerable groups, including the elderly, following reports of sexual assault against a 90-year-old woman.

In Malaysia, the Ministry of Domestic Trade and Cost of Living (KPDN) is overhauling the COSS. Reforms include prioritizing local refineries, enforcing a RM2.50 per kg price cap, and implementing a digital eCOSS system linked to national IDs to prevent foreign purchases.

Simultaneously, ‘Operation Tiris 4.0’ has targeted subsidy fraud. In August, authorities in Penang disrupted a syndicate that mixed subsidized cooking oil with coloring agents to sell as used cooking oil. In Perak, officers uncovered the illegal diversion of 32,760 litres of subsidized diesel intended for fishermen. Additionally, in Terengganu, KPDN intercepted 3.04 tonnes of subsidized cooking oil, valued at RM103,500, being prepared for smuggling to a neighboring country. These actions underscore a sustained regional crackdown on both child-trafficking networks and the illicit trade of subsidized commodities.
