Somali piracy resurgence and maritime escalation

Overview

Piracy activity off the coast of Somalia and in the Gulf of Aden has surged to its highest levels since 2013. Since the beginning of 2026, at least 15 attacks have been recorded, with eight occurring in the Gulf of Aden since May. Experts and data from the International Maritime Organization (IMO) suggest the escalation is driven by a security vacuum caused by the redirection of international naval forces toward Middle East conflicts.

On August 29, Somali and Turkish forces successfully retook the Cameroon-flagged M/V Lutuf, which had been hijacked on August 17 near Puntland while transporting military equipment. The Somali Ministry of Defense reported that a ten-day military operation involving the Somali National Armed Forces and the Turkish Navy resulted in the deaths of 14 pirates and the destruction of four pirate boats. The vessel, carrying a 10-person crew with nationals from India, Turkey, Georgia, and Serbia, has since continued its journey.

However, the circumstances of the release remain a point of intense dispute. Puntland State authorities have rejected the official military rescue narrative, instead accusing the Somali federal government and Türkiye of facilitating a ransom payment. Local reports in Puntland estimated the ransom at approximately $2.5 million, though this remains unverified. Furthermore, Puntland officials have accused Turkey of conducting airstrikes in coastal areas that allegedly resulted in civilian casualties and the destruction of fishing boats, warning that such actions incentivize future hijackings.
