Venezuela disaster relief and infrastructure response
Overview
Following severe rains in late July 2026, Venezuelan authorities deployed over 900 officials to monitor tropical waves and assess infrastructure damage. On 4 August, tropical wave 34 struck Monagas, causing power outages, collapsed roofs, and road blockages. In response to the ‘Super Niño’ weather phenomenon, authorities initiated maintenance operations, including sewage restoration in Temblador and tree pruning in Delta Amacuro to protect the electrical grid. On the night of 15 August, heavy rainfall driven by Tropical Wave 37 caused the Guaire River to overflow, impacting the Caracas metropolitan area, Miranda, La Guaira, and Aragua. The flooding devastated sectors such as Petare, Bello Monte, and Caricuao. In the La Vega parish, two adolescents died after being swept away by currents, and in Macarao, a 49-year-old woman died following a rockfall. These rains exacerbated a dual humanitarian crisis for those already displaced by the June 24 earthquakes, which killed 6,438 people. By 23 August, heavy precipitation continued to impact the Táchira and Mérida regions. Later that day, Tropical Wave 40 triggered widespread flooding and landslides across Caracas, Miranda, and Aragua. In Caracas, rainfall equivalent to two months of typical precipitation fell in 45 minutes, trapping approximately 60 to 70 vehicles on the Valle-Coche highway. By 26 August, rescue operations following Tropical Wave 40 resulted in several fatalities, including 5-year-old Keiber Quintero in Higuerote and 29-year-old Carlos Yoneiber Quintana near Cuchivano beach. On 26 August, intense rainfall, electrical discharges, and wind gusts prompted the activation of the National Risk Management System in Lara State. On 28 August, heavy rainfall in Greater Caracas caused the El Valle River to overflow, leading to catastrophic flooding on the Valle-Coche Highway. This event resulted in one death, five missing persons, and the submersion of more than 60 vehicles.
