Vietnam expressway following distance enforcement expands

Overview

The Vietnam Traffic Police Department has launched intensified enforcement of safe following distance regulations on major expressways. Following the August 27 commencement, authorities have penalized numerous drivers, including nine bus operators on the Phap Van to Nghi Son route and 15 drivers on the route from Hanoi to Ninh Binh.

Enforcement utilizes specialized road markings and camera surveillance to ensure objectivity. Under Circular 38/2024, minimum safe distances under ideal conditions are 35m for 60 km/h, 55m for 60-80 km/h, 70m for 80-100 km/h, and 100m for 100-120 km/h. Violations that do not result in accidents can lead to fines of 4 to 6 million VND and a 2-point license deduction, while violations causing accidents incur fines of 20–22 million VND and a 10-point deduction.

As traffic volume increases during the September 2nd holiday, authorities are urging drivers to adhere to stricter highway safety regulations, including proper lane usage where the left lane should be used exclusively for overtaking.

In response to the rollout, traffic expert Dr. Nguyen Xuan Thuy noted that determining exact distances relative to speed in real-world conditions is challenging for drivers. He suggested that authorities implement a transition period, such as “three months of warnings and education,” before strictly applying fines to help drivers establish safer habits.
