Algeria energy and environmental cooperation

Overview

Algeria has initiated several strategic energy and environmental developments involving regional and international partners. Initially, Algerian Energy Minister Mourad Adjal led meetings to set 2027 budgetary orientations focused on energy security, infrastructure, and the energy transition. Concurrently, Chadian Minister Hassan Bakhit Djamous held discussions regarding international environmental conventions. Algeria has since expanded its practical cooperation with Chad, including technical assistance for hydrocarbon regulation. Energy ties with Azerbaijan have also strengthened through oil and gas field development and refining projects, including a plan to supply light crude oil to the Sonatrach Augusta refinery in Sicily. Algeria is expanding its energy diplomacy within Africa and globally. Following high-level discussions with South African President Cyril Ramaphosa, Algeria is working to consolidate an energy axis covering the entire petroleum and gas value chain. This includes technical workshops with South African petroleum agencies to develop South-South cooperation. In Niger, cooperation continues through the Trans-Saharan Gas Pipeline (TSGP) project, with recent agreements to launch topographic and environmental studies. Algeria also provided technical assistance to Niger following an incident at the ‘Gomri W-8’ oil well in October 2026. A technical mission from the Algerian Ministry of Hydrocarbons, the Hydrocarbons Regulatory Authority (ARH), and Sonatrach operated in Niger from October 12 to 19 to manage the incident and mitigate environmental impacts. Nigerien President Abdourahamane Tiani expressed gratitude to Algerian President Abdelmadjid Tebboune for this rapid response. At the 14th North Africa Energy & Hydrogen Conference (NAPEC), Minister Mohamed Arkab emphasized that natural gas will remain vital for global energy flexibility. To attract investment, Sonatrach has engaged with American firms such as ExxonMobil, Halliburton, and Devon Energy, focusing on upstream activities and shale resource development.
