National progress is being reinforced by data from the Continuous National Household Sample Survey (Pnad-C), which shows the illiteracy rate for the population aged 15 and older fell to a historical low of 4.9% in 2025. Various states reported declines between 2024 and 2025, including Roraima (3.4%), Acre (8.9%), and Bahia (9.5%). The MEC is supporting these reductions through the National Pact for Overcoming Illiteracy and Qualifying Adult and Youth Education (Pacto EJA) and the CadEJA virtual platform, which facilitates enrollment and provides guidance for individuals reconnecting with basic education.
