Overview
Spain’s water‑storage picture remains volatile. After a brief rise to 82.4 % capacity on 9 June, the national reserve fell to 73.4 % (41,110 hm³) by 21 July, a loss of 1,082 hm³ week‑on‑week, with the Tajo basin reservoirs at just 58.9 % of combined capacity. A week later the Ministry confirmed the same 73.4 % level, noting a 3,000 hm³ gain over the previous year and a 9,300 hm³ surplus versus the ten‑year average, while regional stocks varied from 60.8 % in the Júcar basin to over 85 % in internal Basque and Catalan basins. Summer heat pushed some basins lower – the national balance dropped to around 70 % by early August, the Ebro basin losing 3.3 percentage points – yet many reservoirs stayed well above historic averages, with the Bierzo Barcena at 86.5 % and the Miño‑Sil at 74.2 % in late July. Doñana’s restoration accelerated: illegal irrigated plots shrank to 245 ha, a €70‑100 k ha⁻¹ subsidy programme funded 1,300 fines totalling €14 m, and 44 of 55 planned water‑course actions were underway, consuming over €200 m of a €348 m budget. A new biological‑control project using bee‑eaters and frogs targets invasive Asian hornets. Farmers in Condado, however, protested delays in receiving the €28.5 m aid pledged for 400 ha of renaturalisation. On the policy front, Spain and Portugal presented National Restoration Plans ahead of the EU deadline, stressing stable financing for ecosystem recovery. The EU’s 2030 nature‑restoration regulation, adopted in June, obliges member states to restore at least 20 % of land and sea areas and 30 % of degraded habitats. Spain’s own draft plan faces criticism for lacking clear funding, while the government invested €6.6 m in the Mera marshes (Ortigueira) and €70 m in Doñana measures, largely from Next Generation EU funds.
