Consumer fraud warnings and legal actions in Germany

Overview

By late September 2026, German and Swiss authorities reported a surge in diverse criminal activities, ranging from sophisticated cybercrime to organized extortion and physical robberies. Digital threats have expanded to include ‘quishing’—the use of fraudulent QR codes to steal banking data—and the use of AI to create highly convincing spear-phishing messages. These developments complement existing warnings regarding ‘Ghost Pairing’ on WhatsApp.

In Switzerland, the Fribourg Cantonal Police identified 77 suspects, many of whom were minors, involved in an online fraud scheme that caused over 100,000 francs in damages. Newer digital scams involve impersonating technical support staff to target e-banking and cryptocurrency assets. In Switzerland, the Aargau Cantonal Police noted scammers using spoofing technology and leaked personal data to pressure victims into revealing credentials. Similarly, in Pressath, Germany, a woman was defrauded of cryptocurrency after being tricked into sharing a twelve-word recovery phrase by someone posing as support staff.

Senior citizens remain primary targets. In Schmalkalden, a victim lost approximately 54,000 euros after a scammer posing as a police officer claimed a criminal gang had been apprehended. In Dresden, perpetrators posing as police officers have been reported robbing seniors in their homes. In Seeheim-Jugenheim, an 85-year-old woman was targeted by fraudsters posing as bank employees who convinced her via telephone that her card was required, leading to a suspect arriving at her home to collect it.

In response, authorities launched ‘Operation Herakles’ to combat international cyber-investment fraud. This crackdown, involving agencies like the Karlsruhe Cybercrime Center and the Austrian Federal Criminal Office, has deactivated 13,888 phone numbers used by criminals—13,397 in Germany and 491 in Austria—targeting ‘Cybertrading-Fraud’ and ‘Crime-as-a-Service’ models. Additionally, Erste Bank und Sparkassen warned of a new NFC-relay attack where Android users are tricked via WhatsApp into installing fake ‘security apps’ that allow remote contactless transactions.
