Poland residential utility and safety regulations

Poland is implementing various safety measures and guidance related to residential utility management and emergency preparedness.

For the 2026/2027 heating season, new technical requirements have been established. The National Chamber of Chimney Sweeps mandates the use of an electronic protocol (e-protocol) for inspections, which must be integrated with the Central Register of Buildings' Energy Consumption. Furthermore, regulations require the installation of autonomous smoke and carbon monoxide detectors. Residents and building managers are also tasked with providing written or electronic notification to service providers to coordinate the activation of heating systems.

In addition to seasonal technical requirements, the government has issued a ‘Safety Guide’ for general household emergency preparedness. This guidance advises residents to clearly mark gas, electricity, and water shut-off points using visible indicators, such as colored tape, to ensure quick access during crises like fires or floods. The government also recommends that families practice these shut-off procedures to ensure multiple members can respond effectively in an emergency.
