Overview

The water crisis in Puerto Rico has intensified as extreme drought conditions expand. While previously affecting 33% of the territory, approximately 40.99% of the island is now classified under extreme drought (D3), with roughly 82.91% of the territory experiencing some level of dryness. The most severe conditions are concentrated in the south, southeast, and east.

In response to the escalating crisis, the U.S. government has expanded federal drought disaster declarations. Initially covering 26 municipalities, the designation has grown to include 38 municipalities, with Barranquitas, Caguas, and Guayama identified as primary disaster areas. This expansion allows farmers, small businesses, and non-profits to access emergency loans and USDA assistance programs to mitigate economic losses in sectors such as coffee, cacao, and livestock.

Water management remains a critical challenge. The Puerto Rico Aqueducts and Sewer Authority (AAA) continues to implement water rationing, including 48-hour alternating service cycles in San Juan, Trujillo Alto, and Carolina. To support the population, the National Guard has activated its ‘Water Sentinels’ mission, distributing over one million gallons of drinking water and purifying nearly 300,000 gallons. Despite some relief from recent rainfall from tropical storm Dolly, reservoir levels, including the Carraízo reservoir, remain under close observation. Systemic infrastructure issues persist, with authorities noting that roughly 65% of the island’s water production is lost or unbilled due to aging, leaking systems.
