Additionally, the Ministry of Municipalities and Housing released a draft proposal on October 15, 2026, to regulate the development of lands for housing support programs. This initiative seeks to organize investment mechanisms where municipal lands are developed in exchange for essential services or the construction of residential units for beneficiaries, utilizing methods such as usufruct rights or limited land ownership transfers to investors.
