In mid-August 2026, the Royal Commission for Riyadh City launched the second phase of the ‘Real Estate Balance Program’. This program allows eligible citizens—specifically married individuals or those over 25 who have resided in Riyadh for at least three years—to apply for housing opportunities via an electronic platform. The process includes eligibility verification and an electronic lottery for qualified candidates.
Following this, the Real Estate General Authority announced a large-scale in-kind registration initiative to register 46,538 property plots, including 36,261 in Riyadh and 10,277 in Al-Qassim. On September 6, 2026, the Real Estate Registry officially commenced the first phase of this registration, covering various neighborhoods in Riyadh and Al-Qassim, with a deadline of December 10, 2026.
On September 8, 2026, the Real Estate General Authority expanded the scope of in-kind registration to the Makkah region. Starting September 13, 2026, and running until December 17, 2026, the process will target part of the Rei' Dhakhir neighborhood. Property owners must register via the electronic Real Estate Registry platform or service centers using a valid ownership deed, noting that failure to comply may result in financial fines.
Additionally, the Ministry of Housing’s Sakani program continues to facilitate access to free land grants in various provinces, including Jeddah, through its digital platform.
