Global regulatory and economic pressure on Shein and Temu
Overview
The regulatory and legal landscape for ultra-fast fashion platforms Shein and Temu has intensified globally. In Europe, the EU is implementing measures to curb cheap imports, including a new charge on parcels under €150 and a ban on destroying unsold apparel. France has passed landmark legislation that imposes per-item financial penalties—rising to €20 by 2030—and bans advertising and influencer promotion for ultra-fast-fashion brands.
On September 1, 2026, France implemented a new financial levy targeting companies including Shein, Temu, and AliExpress to mitigate environmental and economic impacts. Using an ‘eco-score’ based on material, transparency, and repair incentives, fees include €2 for T-shirts and €12 for jackets. France also plans to implement a ban on advertising for ultra-fast fashion starting in January 2027.
At the EU level, the Commission has introduced a three-euro customs duty on all incoming packages from outside the EU, regardless of value, to prevent companies from bypassing previous thresholds by splitting orders. Additionally, the EU recently imposed a 200 million euro fine on Temu under the Digital Services Act (DSA) for aggressive low-price strategies and circumvention of safety rules.
Environmental and social scrutiny remains high. While Shein has pledged ‘substantial improvements’ regarding chemical contamination, the company faces ongoing criticism for its ‘buy-and-throw-away’ cycle, high CO2 emissions, and microplastic generation. Furthermore, Shein faces allegations regarding labor practices, including reports of workers facing shifts of up to 18 hours a day for low wages.
