Turkmenistan's 2026 diplomatic and energy outreach

In July 2026, Turkmenistan reaffirmed its strategic partnership with the European Union at the 13th EU‑Central Asia High‑Level Dialogue in Brussels. Deputy Foreign Minister Ahmet Gurbanov pledged deeper cooperation on regional security, sustainable development, and connectivity, outlining joint projects such as the Trans‑Caspian Transport Corridor and renewable‑energy initiatives.

Marking the 35th anniversary of its independence, the administration expanded its foreign‑policy agenda through a series of bilateral and multilateral engagements. In July, Turkmenistan signed cooperation documents with Kenya and Algeria, held political talks with Japan’s Central‑Asia envoy, and engaged Kazakhstan, Uzbekistan, and Indonesia on strategic partnerships. This outreach emphasized a “peace‑loving” strategy intended to expand ties across Central Asia, the Middle East, Africa, and the ASEAN bloc.

Furthering regional economic and logistical integration, Chairman of the People's Council Gurbanguly Berdimuhamedow met with Afghanistan’s Deputy Chairman of the Cabinet of Ministers, Abdul Gani Baradary. Their discussions focused on the energy sector, specifically the role of the “Galkynyş” gas field in the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project, alongside cooperation in transport and electric power.

On the global stage, Turkmenistan continues to promote its policy of neutrality. The United Nations General Assembly has adopted over 30 resolutions proposed by the country, including a recent resolution co-sponsored by 47 nations regarding the role of neutrality in supporting international peace, security, and sustainable development.

Domestically, the government is prioritizing the modernization of transport and communications. During a July 10 Cabinet of Ministers meeting, the President emphasized increasing passenger and cargo volumes and enhancing service quality. These efforts, aligned with the ‘Program for Socio-Economic Development and Investment of Turkmenistan until 2026’, include modernizing railway capacity and expanding international road freight. To support these goals, structural reforms are underway to separate state management from economic activities, establishing a market-based regulatory system for the transport sector.
