Overview

Diplomatic efforts are intensifying regarding potential high-level engagement between the United States, Russia, and China. Initial reports indicated that a historic trilateral summit involving President Donald Trump, President Vladimir Putin, and President Xi Jinping could occur during the Asia-Pacific Economic Cooperation (APEC) meeting in Shenzhen in November 2026. While the APEC summit is scheduled for November 18–19, Kremlin advisors have indicated that “no practical work has been undertaken” to organize a trilateral gathering at this time. Russian presidential aide Yuri Ushakov stated that while the leaders are aware of the possibility of a trilateral meeting involving President Trump, no concrete preparations have commenced.

Regarding regional movements, President Putin is scheduled for a working visit to Turkmenistan on October 8–9 to participate in the Council of Heads of State of the Commonwealth of Independent States (CIS) and a Caspian environmental summit. During meetings in Turkmenbashi, President Putin and President Pezeshkian discussed strengthening strategic bilateral cooperation in energy, agriculture, and trade. Putin stated that Moscow is prepared to do everything within its power to assist Tehran in resolving ongoing regional conflicts, noting that Iran has made “concrete efforts” and proposed new peaceful settlement initiatives.

The leaders highlighted a positive trajectory for the Russia-Iran strategic partnership, with Putin reporting that bilateral trade grew by more than 21 percent last year. Pezeshkian expressed gratitude for Russian support and noted that Iran intends to continue dialogues with the United States through mediators once revised proposals are finalized. Pezeshkian emphasized that for negotiations to be successful, they must occur without pressure or threats.
