Escalating border security and hybrid threats in the Baltics

Overview

The security situation along the Baltic borders with Belarus has intensified, characterized by an increase in underground smuggling and hybrid warfare tactics. In Latvia, authorities discovered two migrant tunnels in August 2026, including one in the Krāslava region where 28 individuals were detained. Latvian Border Guard Chief Guntis Pujāts stated that these tunnels were “undoubtedly constructed with the knowledge of Belarusian authorities.” In response, Latvia launched Operation Wolf, utilizing drones, helicopters, and ground-penetrating radar.

In Lithuania, the State Border Guard Service (VSAT) reported 12 tunnel-related attempts between April and August. Following the resignation of VSAT head Rustamas Liubajevas, the agency has focused on deploying specialized detection equipment and increasing counter-drone capabilities. This follows a surge in smuggling; by October, Lithuanian officers had intercepted 67 contraband drones carrying cigarettes, surpassing the total for the previous year.

Tensions escalated further in October when Latvian officials reported armed provocations and sabotage, including masked, armed men attempting to escort migrants across the border. In response to these ongoing migration pressures and security concerns, the Latvian government has extended its strengthened border protection regime along the Belarusian border until the end of 2026.

Economic friction has also increased. Belarus has banned the import of various Latvian goods, such as fish preserves and industrial products. The Belarusian government press service stated the decision was made because Latvia maintains a “non-constructive attitude” and uses “unfriendly rhetoric” toward Belarus.
