Overview

In late July 2026, Lithuanian inspections of migrant reception centres uncovered severe hygiene lapses and reports of detainees being forced to cook in metal tins, leading to a Seimas Control Bureau report on numerous violations. Concurrently, Estonian citizens were arrested for human-smuggling activities in Latvia, where authorities intercepted vehicles transporting migrants from Belarus.

Lithuania’s State Border Guard Service (VSAT) has identified a significant trend of underground border breaches. Authorities have recorded 12 attempts to cross the border via tunnels this year, with some reaching lengths of up to 25 meters on the Lithuanian side. Recent discoveries include an unfinished tunnel near Varėna and a third, tree-trunk-reinforced passage near Latežeris in the Druskininkai municipality. While the Latežeris tunnel extended four meters into Lithuania, it was sealed upon detection.

Lithuanian officials allege these excavations, which sometimes utilize camouflage to mask entrances, suggest logistical support from Belarusian authorities as part of a hybrid warfare campaign to create political instability. In response to these security threats, Interior Minister Martynas Katelynas has ordered internal investigations, and the government plans to relocate emergency food, fuel, and basic supply reserves further from the Belarusian border by 2027.
