Overview
Argentina is undergoing significant energy transitions through large-scale renewable integration and grid modernization. In Mendoza, the 305 MW El Quemado solar park—the first project under the RIGI regime—was inaugurated by YPF Luz, alongside the 180 MW San Rafael solar park. Other regional developments include the Arroyo Barú solar park in Entre Ríos and the Santa Catalina I plant in Corrientes. Grid reliability is being addressed through major infrastructure projects. PCR and ArcelorMittal Acindar inaugurated an expansion of the Ezeiza 500 kV transformer station to ease bottlenecks in the Comahue-Buenos Aires corridor. To further strengthen the electrical grid in the Metropolitan Area of Buenos Aires (AMBA)—a region representing roughly 40% of national energy demand—the government has launched a national and international tender for the US$800 million AMBA I project. This initiative involves the construction of a 270-km, 500 kV transmission line and a new transformer station in Plomer, intended to expand system capacity by approximately 2,000 MW. Financing will be primarily private, supported by an initial US$100 million contribution from CAMMESA in cash and transformers. Presidential spokesperson Adrián Ravier emphasized that the project “will not utilize state treasury funds.” The tender is backed by an Inter-American Development Bank guarantee, and the winning bidder may utilize the Large Investment Incentive Regime (RIGI) for fiscal benefits. Notably, the tender includes a clause prohibiting companies directly or indirectly controlled by foreign states from acting as main contractors, a move expected to impact large Chinese infrastructure firms. The AMBA I project is the first of 16 planned electrical transport works requiring over US$6.6 billion in total investment. Battery energy storage (BESS) remains a central pillar, with the AlmaSADI tender awarding 20 projects (700.5 MW) to five developers.
