Overview

The humanitarian crisis in the occupied town of Oleški and 13 surrounding villages in Kherson Oblast continues to deteriorate. While previous estimates placed the population between 2,000 and 4,000, Ukrainian officials report approximately 6,000 residents, including 180 to 200 children, are facing starvation and extreme cold due to a total blockade by Russian forces. Tetiana Hasanenkova, head of the municipal administration, has described the conditions as a “famine rather than mere hunger.”

Diplomatic efforts to mitigate the crisis intensified following a request from Pope Leo XIV for a humanitarian ceasefire. The Pope held telephone conversations with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy on October 16 and 19, 2026. On October 23, a six day truce was established to facilitate humanitarian aid deliveries and civilian evacuations. This agreement was reportedly brokered through the mediation of US First Lady Melania Trump and the Holy See.

Following the truce, which lasted from October 27 to November 1, approximately 2,000 residents were relocated to safety. On November 1, Pope Leo XIV expressed hope during the Angelus prayer that the successful delivery of medical supplies and food would foster a greater willingness for dialogue. While the Kremlin stated that Putin supported the Vatican initiative, Vatican foreign minister Archbishop Paul Gallagher clarified that the Holy See did not play a direct role in the technical arrangements of the ceasefire. Despite the mission's completion, the Ukrainian General Staff accused Russian forces of violating the spirit of the agreement by using the pause for military rotations and ammunition logistics.
