Italian prisons: overcrowding, deaths, staff assaults
Entities: Reggio Emilia prison · Antares sector · Ivano Maltoni · Polizia Penitenziaria · Sappe (Prison Police Union)
Overview
By mid‑July 2026 Italy’s penitentiary system remained under severe strain. Overcrowding persisted well above legal capacity, courts ordered sections sealed and inmates transferred, and health services were inadequate. In July, a 35‑year‑old inmate died of a suspected overdose at Lecce prison, a 23‑year‑old Bangladeshi detainee was found dead by hanging in Lucca prison, and an inmate at Maiano prison injured two prison inspectors with a concealed razor blade. These incidents revived criticism of chronic overcrowding, staff safety, and the six‑month vacancy of the municipal Prison Ombudsman.
Union and rights‑group demands for more staff, dedicated medical services, and stronger security continued. On 26 July, two serious assaults on prison police occurred within hours at the Antares sector of the Reggio Emilia prison, involving high‑risk inmates. Union leaders condemned the attacks and called for immediate actions: increasing personnel, a organisational review of the Antares unit, transferring dangerous inmates to suitably equipped facilities, and enabling the Regional Intervention Group to intervene swiftly.
A further incident unfolded on 29 July at the Rossano prison in Calabria, where three inmates from an isolation unit assaulted a section officer and the vice‑commander of the prison police, inflicting a mandibular fracture and facial injuries that required sutures. The prison‑police union Sappe described the attack as evidence that assaults on staff have become daily, attributing the deterioration to overcrowding and recent transfers of violent inmates. Sappe declared a state of agitation, scheduled a press conference for 3 August, and referenced a similar injury a week earlier, underscoring the persistent safety challenges for prison staff amid Italy’s broader prison crisis.
