Dutch solar market prepares for net-metering end

Overview

The Dutch solar market is preparing for the abolition of the net-metering scheme (salderingsregeling) on 1 January 2027. Following this change, solar owners will no longer offset production against consumption on a one-to-one basis. Instead, users will pay full rates for consumed electricity while receiving feed-in compensation for surplus energy, which is expected to be at least 50 percent of the base delivery rate until 2030.

To manage this transition, the Netherlands is moving toward time-of-use grid tariffs. Research commissioned by the Ministry of Economic Affairs and Climate Policy indicates a system featuring four price levels and five time blocks, charging higher rates during peak hours. Solar owners can mitigate costs by using smart management systems to align energy consumption with production. This strategy also applies to electric vehicle (EV) charging; while an 11 kW home charger can add approximately 221 euros in annual grid costs, smart charging to utilize cheaper time blocks can save up to 76 euros annually.

The policy change is expected to increase electricity costs for solar owners. In the municipality of Loon op Zand, annual costs are projected to rise by an average of 354 euros, exceeding the national average of approximately 305 euros. Consequently, there is a growing trend toward home battery storage to maximize self-consumption. While households currently use only about 30 percent of their solar energy directly, battery storage could increase this to between 65 and 70 percent, driving a rapid expansion in the Dutch home battery market.

In Belgium, regulatory focus remains on the safety of plug-and-play solar panels, emphasizing adherence to specific safety standards and approved inverters.
