Police community security initiatives in Latin America

In late July, police leaders in the Dominican Republic emphasized respect and direct engagement with officers as a foundation for quality service, while Mexico graduated 97 new municipal cadets in Chihuahua to expand patrols and emergency response. By early August, Chihuahua’s Municipal Public Security Directorate began pairing those recent graduates with veteran officers, combining modern tools such as drones, tablets and computers with up to 25 years of field experience. Officers like Iván Antonio Maldonado Hernández highlighted the value of the newcomers’ technological skills, while Pablo Miranda Olivas noted the mentorship received from senior colleagues, aiming to improve daily operations and family safety across the state.

Later in August, the Chihuahua municipal government opened a final recruitment round for its Police of Proximity and Firefighter academies, setting eligibility criteria and an online registration deadline of 31 October 2026. The recruitment drive follows a July crime report that recorded 30 homicides—five above the target—and an 11 % year‑over‑year decline in total killings, with most incidents linked to drug‑trade disputes. Vehicle thefts and robberies continued to fall, and more than 300 individuals were detained for narcotics‑related offenses. The combined focus on mentorship, technology, and expanded staffing underscores a broader regional effort to raise policing standards in the Caribbean and northern Mexico.
