Saudi Arabia AI and cloud infrastructure expansion

Overview

Saudi Arabia is accelerating its technological and AI development through large-scale infrastructure projects and creative sector initiatives. At the LEAP 2026 conference in Riyadh, several major expansions were confirmed to bolster the digital economy and Vision 2030 goals. Cloud infrastructure scaling continues with Microsoft scheduled to launch its Saudi Arabia East region in November 2026, providing local hosting for Azure and AI workloads. AWS aims to launch its first cloud infrastructure region in December 2026 with an investment exceeding $5.3 billion. Beyond the major cloud providers, Al Moammar Information Systems announced a $1.2 billion investment to expand data center capacity, while NHC Innovation committed $800 million to develop Khuzam Digital Valley. To support the digital workforce, the Ministry of Communications and Information Technology (MCIT) partnered with Snap to train over 20,000 Saudis in digital skills by 2030. Other strategic moves include AWS and HUMAIN planning to provide up to 50 megawatts of capacity in a dedicated Saudi AI Zone by 2028, and a partnership between HUMAIN, AMD, and Cisco targeting 1 GW of AI infrastructure by 2030. Following the conference, Magna AI—a sovereign artificial intelligence company supported by NVIDIA technologies—announced six strategic partnerships to expand operations in Saudi Arabia. In September 2026, Saudi Minister of Communications and Information Technology Abdullah bin Amer Alswaha conducted high-level meetings in Silicon Valley to strengthen partnerships in artificial intelligence, advanced computing, and digital infrastructure. Alswaha met with OpenAI CEO Sam Altman to discuss expanding partnerships in advanced models and leveraging computing capabilities. Discussions with Dell Technologies CEO Michael Dell focused on accelerating enterprise AI adoption and knowledge transfer. The Minister also explored autonomous software engineering with Cognition AI CEO Scott Wu and addressed data center storage solutions with Solidigm.
