Spain affordable housing expansion continues

Overview

The multi‑level push for affordable, energy‑efficient homes in Spain has kept pace since the July pledges. Municipalities such as Palma, Toledo, Bétera and Málaga have moved from planning to construction, while new initiatives broaden the effort.

In Bétera, the town council transferred a 1,254 m² municipal plot to the Valencian Housing and Land Agency, enabling the first public protected‑housing scheme in over twenty years: 21 VPO units under Plan VIVE. Málaga’s council has begun procedures to urbanise the Vega de Campanillas area, targeting 7,339 new dwellings of which 4,140 will be protected, using a super‑block/eco‑neighbourhood layout to speed delivery and create mixed‑use space.

The Balearic Islands announced a public‑housing programme that will add 323 Habitatges de Protecció Oficial near Palma’s Velodrome. The project includes a land grant of more than 33,000 m², a €3.4 million investment, 35 protected homes, a 400 m² music rehearsal space and a 3,000 m² site for future island facilities.

In Catalonia, the Department of Territory, Housing and Ecological Transition confirmed that Cerdanyola del Vallès and 117 other municipalities will stay on the tight‑market zone list for another year, covering 72.9 % of the region’s population. The number of residents in tight‑market municipalities fell to about 6.9 million, and 53 additional towns now meet the criteria.

These actions illustrate a widening, multi‑level Spanish effort to deliver affordable housing through land transfers, new builds, urban regeneration and eco‑neighbourhood models.
