Calixto, also known as ‘Peixe’, is a convicted member of the criminal organization involved in the assassination of former councilwoman Marielle Franco. The funds were directed to the Instituto de Formação Profissional José Carlos Procópio (Ifop), an entity located in a region influenced by the Brazão brothers, who were convicted as the masterminds behind Franco's murder. Following these developments, Pedro Uczai, the PT leader in the Chamber of Deputies, petitioned Minister Flávio Dino for an audit of all parliamentary amendments allocated by Bolsonaro to third-sector entities in Rio de Janeiro since 2019. This follows a TCU audit suggesting Ifop may have used funds to pay a law firm owned by its own directors, signaling potential embezzlement.

Bolsonaro’s campaign has defended the allocations, stating they followed legislation and technical criteria, and that the responsibility for resource execution lies with the beneficiary entity.
