Economic development and infrastructure in Argentina
Overview
Economic development in Argentina is increasingly driven by energy and mining exports, supported by significant provincial and international infrastructure investments. In the Vaca Muerta region, Neuquén Governor Rolando Figueroa is advancing roadwork through agreements with oil companies to pre-finance essential routes. This energy-driven growth has contributed to a 17% increase in the formal private wage mass in Neuquén between 2023 and 2025, with local officials noting that the sector's expansion helps maintain lower poverty rates and higher employment compared to national averages. Specifically, the Neuquén-Plottier area has reported a poverty rate of 19.6%, notably lower than the national urban average of 32.3%.
To support this activity, YPF and the government of Entre Ríos have signed a cooperation agreement to strengthen the supply of silica sands, a critical input for Vaca Muerta. Additionally, the Zapala Free Trade Zone has expanded to 27 authorized users to serve as a strategic logistics hub.
Energy infrastructure expansion remains a priority, highlighted by TGN’s USD 2.2 billion investment for the Manuel Belgrano gas pipeline and the Argentina LNG project, which involves an estimated $51 billion investment. Bilateral cooperation has been formalized through the Andes-Atlantic Corridor agreement between Argentina and the United States, projecting up to USD 7 billion in investments starting in 2027 across energy, mining, transport, and telecommunications.
However, domestic political friction persists. During high-level visits to New York, Buenos Aires Governor Axel Kicillof criticized the national government’s Large Investment Incentive Regime (RIGI) during meetings with investment funds. This led National Minister Luis Caputo to accuse the governor of attempting to “scare international investors.” While JP Morgan analysts suggest Argentina could reach investment grade by 2027, recent data shows a 2.9% decline in July activity and a poverty rate of 32.3% for the first half of the year.
