EU use of frozen Russian assets for Ukraine

In early August 2026 the European Commission announced a €1.4 billion transfer to Ukraine, drawn from interest earned on Russian central‑bank reserves immobilised under EU sanctions. The payment, the fifth of its kind, was earmarked mainly for loan repayments to the EU and G‑7 and a small share for urgent military needs.

A few days later the EU debated a broader strategy to tap the frozen assets themselves for Ukraine’s reconstruction and reparations. Belgium rejected a proposal to directly use the €210 billion held at Euroclear after alleged Russian threats, prompting the EU to approve a €90 billion loan financed by taxpayers instead. Officials from Germany, France and the United States called for a new EU manager to oversee the assets, while Ukrainian analysts estimated that Russia could ultimately pay up to $20 billion a year in reparations. The discussion highlighted the legal and political hurdles of converting frozen reserves into direct payments for Ukraine’s recovery.
