Germany scales defense spending and faces hybrid threats
Overview
The debate over Germany’s Bundeswehr modernization continues to intensify, focusing on the balance between traditional hardware and emerging technologies. While the Ministry of Defence has implemented a three-phase readiness contract strategy to rebuild a domestic industry, critics question whether purchasing decisions are guided by a strategic vision or reactive impulses.
As the 2027 budget draft is defended in parliament, Finance Minister Lars Klingbeil has asserted that Germany cannot defend itself without taking on new debt, comparing attempts to fund defense without sufficient capital to ‘flying to the moon without a rocket.’ To address growing cyber and hybrid threats from nations like Russia and China, as well as pressure from U.S. President Donald Trump, Germany plans to borrow a total of 838.2 billion euros between 2027 and 2030. Total security-related expenditures, including support for Ukraine, are projected to reach 130.1 billion euros in 2027.
Defense Minister Boris Pistorius has further escalated the call for funding, proposing a record-breaking budget of approximately 140 billion euros for 2027. This figure is expected to comprise roughly 110 billion euros from the core federal budget and 30 billion euros from the previously approved special fund. Framing the expenditure as a ‘security promise,’ Pistorius described the sum as ‘very, very much money’ necessitated by shifting political priorities and increased Russian pressure.
However, the scale of this shift has drawn scrutiny. Experts, including Moritz Schularick from the Kiel Institute for the World Economy, have warned that excessive investment in traditional hardware like tanks and frigates—referred to as ‘old metal’—might come at the expense of modern technologies such as drones and artificial intelligence. Additionally, concerns remain regarding potential price inflation from contractors and the efficiency of deploying such vast sums within a single year.
