Iran infrastructure and energy crises deepen
Overview
The electricity shortage that began in July 2024 has intensified through mid-2026 due to extreme heatwaves and repeated U.S. and Israeli strikes. These attacks have damaged over 2,000 transmission points, including the Kish Island power plant, and removed approximately 4,200 MW of generating capacity. In response, the Ministry of Industry, Mining and Trade increased industrial electricity rationing to two days per week, while residential load-shedding has been implemented in provinces like Isfahan, Tehran, and Alborz.
By late August 2026, the economic situation has grown more volatile. The Iranian rial has reached a historic low, surpassing 2 million rials to the US dollar on the free market, driven by US sanctions and the outbreak of conflict between the US and Israel against Iran in February. This currency collapse has caused essential goods to surge in price; insulin has increased by 642%, paracetamol by 93%, cooking oil by 177%, chicken by 74%, and tomatoes by 71%.
To address supply-demand imbalances, the government has implemented fuel reforms. Effective September 8, 2026, a three-tier gasoline pricing system is in place. Following this, the price for gasoline sold through emergency fuel cards will rise to 100,000 IRR per liter to reduce reliance on such cards. Officials are also encouraging the use of compressed natural gas (CNG) to offset demand.
To manage a daily deficit of approximately 15 million liters, President Masoud Pezeshkian has announced plans to close or consolidate various state-owned facilities, including conference halls, swimming pools, and many government buildings. This follows the implementation of weekly ‘car-free days’ for public institutions. The crisis is exacerbated by insufficient fuel supplies for thermal power plants, which account for over 86% of electricity production, and concerns that winter natural gas consumption will further strain supplies.
