Overview

The modernisation drive continued on 6 July during the 163rd Army Day and the Third African Land Forces Forum in Port Harcourt, where Chief of Army Staff Lt‑Gen Waidi Shaibu highlighted Nigeria’s counter‑terrorism experience, the Multinational Joint Task Force’s role in the Lake Chad basin and indigenous defence technologies. President Bola Tinubu, speaking through Vice‑President Kashim Shettima, pledged to revitalize the Defence Industries Corporation of Nigeria (DICON) and adopt AI, cyber‑security and climate‑related security tools, citing job creation and greater local content. State leaders underscored logistical support: Governor Siminalayi Fubara urged better troop welfare in Rivers State, while Governor Francis Ogbonna Nwifuru praised a new training depot in Ebonyi State. On 8 July the army graduated more than 3,000 recruits at the Amasiri‑Edda depot, a capacity boost Shaibu said was key to confronting evolving security challenges. On 15 July Shaibu met ICRC head Doris El Doueihy in Abuja, confirming full integration of International Humanitarian Law, a Civilian Harm Mitigation and Response Plan, and improved detention management to facilitate humanitarian access. The same day he led a seminar in Benin on zero‑tolerance drug abuse, PTSD management and lessons from joint operations to enhance combat readiness. Senator Abdulaziz Musa Yar’adua announced a legislative review of the Armed Forces Act to modernise legal and welfare frameworks, while over 80 % of troops remain engaged in anti‑insurgency operations. On 24 July Shaibu appealed to the private sector for investment in military infrastructure, troop welfare and veterans’ support during a meeting with Dr Ubon Udoh of the Abdul Samad Rabiu Africa Initiative, praising the BUA Group’s contributions and the expansion of the army from eight to twelve divisions. ASR Africa disclosed a ₦2 billion contribution from its ₦10 billion Security Sector Support fund to back these projects.
