In early September, the Chinese People's Liberation Army Southern Theater Command intensified combat readiness patrols in the waters and airspace surrounding Scarborough Shoal. Beijing maintains these operations are a “necessary and legitimate response” to Philippine provocations and asserts its sovereignty over the shoal based on sea baselines established in late 2024.

Diplomatic confrontations have also moved to international forums. During the Seoul Defense Dialogue, Philippine Defense Minister Gilberto Teodoro denounced a written protest note from the Chinese delegation, labeling the gesture an attempt at “actual coercion, intimidation, and aggression” that disregards international law.
