Turkey's housing reforms and urban transformation progress

Overview

Turkey is expanding its urban renewal and social housing initiatives through a long-term reform plan. The ‘Yarısı Bizden’ (Half is Ours) project, designed to transform risky structures, has been extended until December 31, 2027. Minister of Environment, Urbanization and Climate Change Murat Kurum reported that 435,683 independent units in Istanbul have been included in the program, with 108,881 units already completed. The government aims to include more than 500,000 housing units in the campaign by the end of this year. To support residents rebuilding homes, the campaign provides financial assistance totaling 1,875,000 TL, consisting of 875,000 TL in grants, 875,000 TL in loans, and 125,000 TL in evacuation support. Similar support is available for business owners regarding commercial properties. For large-scale, area-based transformations, construction may be managed by TOKİ or Emlak Konut. Under the ‘Ev Sahibi Türkiye’ social housing campaign, the government aims to begin delivering keys for 500,000 social housing units across 81 provinces by March 2027. For Istanbul specifically, the government plans to provide 100,000 social housing units and 15,000 rental units. Applications for the rental housing program are scheduled to begin on September 14, with a lottery for the first 1,000 units expected in October. In conjunction with these reforms, the Presidency of Urban Transformation is conducting large-scale real estate auctions. The Housing Development Administration of Turkey (TOKİ) has announced a massive land auction involving 405 plots across 47 provinces, scheduled for September 29 and 30, 2026. The plots, totaling approximately 1.77 million square meters with an estimated value exceeding 10.78 billion TL, are designated for residential, commercial, tourism, education, agriculture, industrial, storage, and fuel station uses. Bidding will be available physically at the Ankara Bilkent Hotel and the TOKİ Istanbul Service Building, alongside online participation.
