In Puglia, the situation has escalated due to market saturation and a lack of governance regarding vineyard surfaces and yields. Regional wineries are holding between 4.28 and 5 million hectoliters of unsold wine. Antonio Macchia, president of ALPAA Puglia, has warned that the entire regional agricultural sector could collapse without immediate intervention, drawing parallels to the prolonged crisis in the olive oil sector. ALPAA Puglia is preparing a proposal for both emergency liquidity measures and structural reforms, including an updated wine land registry and stricter controls against illegal viticulture.

Regional Agriculture Councilor Nicola Gatta has called for urgent action to address a lack of certified production, noting that while some Italian regions see nearly 99% of vineyards dedicated to DOP certified products, Puglia currently stands at only 13%. Proposed solutions include incentivizing high-quality IGP/DOP production through regional and EU funds, and potentially requesting EU aid for the removal of vineyards in areas facing severe market difficulties.

Beyond inventory issues, the sector is undergoing a significant financial transformation. Approximately 1.45 billion euros in turnover is currently involved in potential changes of ownership or management, signaling a move toward larger groups formed through acquisitions.
