Indonesia fiscal response, reforms and financing strategy
Overview
After a sharp rupiah depreciation in May 2026, Indonesia’s finance ministry rolled out a fiscal stimulus, a bond‑buyback and tighter fiscal‑monetary coordination, aiming for an IDR 16,800 per US$ exchange rate in the 2027 budget and expanding regional transfers. Funding is sourced from low‑interest, long‑term facilities such as PT Sarana Multi Infrastruktur, with a push to digitise transfers, improve spending quality and raise regional revenue. A Rp 26.34 trillion stimulus for the second half of 2026 targets transport, vocational training and food assistance, while growth forecasts hover around 6 % for 2026 and 8 % by 2029. Patriot and Merah Putih bonds were clarified as capital‑only protection tools. A July parliamentary hearing flagged that a Rp 4 trillion road‑preservation allocation would cover only two months of maintenance, prompting calls for tighter coordination among the finance ministry, Bappenas and the Public Works Ministry. The DPR chair later approved the preliminary 2027 State Budget, confirming growth of 5.8‑6.5 % and inflation of 1.5‑3.5 %. Finance Minister Purbaya Yudhi Sadewa reported a first‑half‑2026 deficit of 0.76 % of GDP and projected a full‑year deficit of about 1.5 %, with state revenue up 21.4 % YoY and tax receipts up 24.6 %. Expenditure reached Rp 1 656 trillion, including a Rp 706.3 trillion regional‑transfer budget for disaster response, Papua autonomy and infrastructure; he rejected extending the three‑month SAL placement. The parliament received the government’s response to the draft APBN 2025 accountability law, and Deputy Speaker Sari Yuliati highlighted the new Financial Sector Development and Strengthening Law (P2SK) as a growth engine.
