Italy's plastic recycling crisis expands nationally

Overview

The instability in Italy’s plastic recycling sector has escalated into a widespread national supply chain crisis. While initial disruptions were concentrated in Sardinia and the Macerata region, service suspensions and collection limitations have now spread to Puglia, Lazio, Emilia-Romagna, Marche, and Campania.

By late September 2026, the crisis has intensified due to saturated storage facilities, declining collection rates, and a persistent lack of market demand for recycled materials. Industrial instability is further driven by rising energy prices and the high competitiveness of low-cost virgin plastic imported from non-EU countries.

Gaetano Manfredi, President of ANCI, has estimated that the situation costs municipalities between 350 and 400 million euros annually. In Reggio Emilia, local officials are urgently requesting government intervention and incentives from the Ministry of the Environment to prevent these mounting costs from being passed on to citizens through utility bills.

Additionally, the organization Plastic Free Onlus has warned that failing to address the saturation of processing plants and the absence of market outlets for recycled goods will only serve to exacerbate the ongoing emergency.
