Stablecoin surge, adoption and regulatory focus
Entities: Office of the Comptroller of the Currency · USDC · New York · New York Department of Financial Services · Jeremy Allaire
Overview
By mid‑2026 USDC and Tether together held about $260 bn of stablecoin value, with USDC near $74 bn after its steepest monthly contraction since 2022. Circle obtained a federal charter for the Circle National Trust in July and later secured a New York Limited Purpose Trust charter, allowing it to hold and administer USDC assets under fiduciary standards without a separate money‑transmitter license.
The Open USD consortium grew beyond 140 members, adding Visa, Mastercard, Stripe and BlackRock, while Japan’s JCB piloted USDC‑based cross‑border transfers for visitors. The Federal Reserve drafted GENIUS Act regulations setting reserve and consumer‑protection rules for payment stablecoins.
Industry leaders view stablecoins as the primary store‑of‑value for digital‑native users. Visa’s stablecoin tracker recorded $6.6 bn in retail volume last month, and Standard Chartered projects total stablecoin circulation could approach $2 tn by 2028. Partnerships such as Nuvion‑Turnkey and Steakhouse Financial’s $4 bn DeFi vaults underline growing infrastructure around programmable stablecoin accounts.
Circle’s share price fell about 76 % from its IPO peak, prompting President Heath Tarbert to stress a long‑term infrastructure strategy. In late July Circle minted an additional 250 million USDC on Solana; during the same 30‑day window redemptions ($27.6 bn) exceeded new issuance ($26.0 bn), yielding a net outflow of $1.6 bn and reducing circulating supply to roughly $73.1 bn. Reserves stood at $73.4 bn, maintaining the 1:1 backing required by the GENIUS Act and reinforcing Circle’s regulated USDC ecosystem.
