US seeks USMCA exit, Mexico eyes renewal
Overview
On 30 June 2026 the United States invoked the TMEC sunset clause, announcing it would not renew the USMCA in its current form and sparking concerns about higher shipping costs and effects on the U.S. auto sector. Mexico’s President Claudia Sheinbaum stressed that the pact remains in force until 1 July 2036 and could be extended for another 16 years if all three parties agree, with a major review scheduled for the year. Economy Secretary Marcelo Ebrard travelled to Washington to negotiate the 34 chapters, aiming to restore investor confidence in automotive, semiconductors, medical devices, e‑mobility and advanced manufacturing. U.S. Trade Representative Katherine Tai reiterated the U.S. stance, citing joint‑review findings, trade deficits and deindustrialisation concerns.
On 17 July 2026 Mexico and the United States announced a third round of USMCA (T‑MEC) talks, to be held 21‑23 July in Mexico City. The session will involve Ebrard and U.S. Trade Representative Jamieson Greer and will focus on steel and aluminum tariffs, automotive rules of origin, security‑economic measures, labor standards, agriculture and electronic‑payment services. Mexico reported a record $54 billion in May exports to the United States, an 8 % annual rise, highlighting the commercial stakes. Recent Mexican reforms – tighter dual‑use export controls, a new single‑window customs system and updated IP protections – are reshaping supply chains, while Canada signalled willingness to cooperate on potential U.S. auto tariffs, underscoring the broader North‑American dimension of the negotiations.
