Italy energy and mobility face grid and cost pressures
Overview
Throughout mid-2026, Italy's tourism and mobility sectors faced significant pressures from rising living costs, energy volatility, and geopolitical instability. While summer tourism demand remained resilient, travelers showed increased caution due to high prices and security concerns, leading to a shift toward domestic travel and shorter, budget-conscious trips.
Energy costs and grid stability remained critical issues. Despite a surge in renewable generation, electricity prices rose due to crude oil price increases and a jump in regulated capacity-market charges. In August, widespread power outages raised serious reliability concerns; a significant blackout in Teramo affected thousands, including the Mazzini Hospital and a local university. Under ARERA regulations, consumers may be entitled to automatic refunds if power restoration exceeds eight hours.
To address long-term grid management, Minister of Environment and Energy Security Gilberto Pichetto Fratin signed a decree to combat “virtual saturation.” This phenomenon occurs when renewable energy connection requests occupy grid capacity without projects reaching construction. The new system requires Terna to publish updated maximum available capacity every three months, prioritizing projects ready for construction to increase transparency and certainty for investors. This reform implements provisions from the “Bollette decree” (n. 21/2026) to simplify authorizations and strengthen the energy sector.
Mobility costs also surged, with fuel prices hitting record highs. Urban mobility continues to face challenges from rising safety regulations and shrinking parking capacity. In Siracusa, infrastructure issues were also noted as the new water operator, Aretusacque, manages multiple pipe ruptures through a planned €42 million network overhaul.
