Overview
Journalist Roxana Berenice Guzmán Ramírez was abducted from her home in Nanchital, Veracruz, on 2 June 2026. The kidnapping, captured on video, triggered a multi‑agency search involving state, federal and military forces. President Claudia Sheinbaum pledged federal support on 5 June, and human‑rights groups called for a gender‑perspective investigation. Six suspects were detained on 29 June; a specialized unit for crimes against freedom of expression was created by the Federal Attorney General’s Office. Human remains recovered on 30 June were DNA‑tested and positively identified as Guzmán on 6 July. Between 7 July and early August eight suspects – four municipal police officers and four alleged members of the Grupo Sombra cartel cell – were arrested and placed in preventive detention. A funeral was held on 7 July in Nanchital.
Parallel criminal investigations led the Veracruz State Attorney General to seek the removal of parliamentary immunity (fuero) from Movimiento Ciudadano mayors Raúl González Martínez (Ixhuatlán del Sureste) and Bertín Bravo Montero (Úrsulo Galván), accused of involvement in the kidnapping and related crimes. Legislative commissions forwarded the dossiers and hearings were held on 30 July. On 5 August the Veracruz Congress voted 40‑8 in a private extraordinary session to strip both officials of fuero, allowing the Fiscalía General del Estado to continue criminal proceedings. Governor Rocío Nahle García said the action was based solely on the prosecutor’s files and denied political persecution. Movimiento Ciudadano leader Jorge Álvarez Máynez denounced the move as persecution, while Bravo attended the session, proclaimed his innocence and filed an amparo. The removals do not constitute convictions; both mayors remain free. Deputy mayor Juliana Ruiz Martínez will assume the mayoralty of Ixhuatlán del Sureste, and physician Pedro de Jesús Rosado Guzmán will take over in Úrsulo Galván.
