Chile floods persist, schools closed, volunteers aid

Overview

Atmospheric‑river storms that began in mid‑July have continued to batter northern and central Chile, delivering the heaviest precipitation in decades. By 19 July the floods and landslides in the Coquimbo and Atacama regions had killed at least five people, left several missing and isolated more than 33 000 residents as roads and bridges were washed out. Over 215 000 households lost electricity and many experienced water‑supply interruptions.

President José Antonio Kast declared a constitutional state of catastrophe for the Coquimbo region and Huasco province, authorising rapid deployment of army, navy and air‑force assets, emergency crews, and a sanitary alert to curb water‑borne disease risks. Ministers and deputy ministers, including Housing Minister Iván Poduje and Public Works deputy Louis De Grange, inspected the hardest‑hit communities and oversaw restoration of critical routes such as the Vallenar‑Huasco corridor.

Municipal leaders reported coordination gaps: Coquimbo mayor Ali Manouchehri warned of delayed governmental response, while Rancagua mayor Raimundo Agliati organised a mobile health‑vaccination campaign and evacuation alerts were issued for the UDA Avenida Costanera sector in Vallenar.

The Ministry of Education expanded school suspensions on 20 July to all schools in Coquimbo, Huasco, Valparaíso and several communes in Atacama, while hybrid learning was arranged for damaged schools elsewhere. In the Metropolitan Region, more than a hundred volunteers from the University of Chile’s student federation cleared flood‑water from low‑income neighbourhoods such as Lo Espejo and La Cisterna, distributing sandbags and restoring access. Mayor Javiera Reyes thanked the students, highlighting the growing role of schools and students in community disaster response.

Authorities continue aerial rescues, food distribution, drone‑based mapping and river‑level monitoring as recovery efforts progress.
