Dominican Republic safety reforms: traffic & licensing

Entities: Héctor Rafael Figari Moreno · Inter‑American Development Bank · David Collado · El Faro beach · Ministry of Tourism (Mitur)

Overview

Mid‑April 2026 the Dominican Republic raised traffic‑violation penalties and expanded municipal collection to ease congestion in Santo Domingo. Law 63‑17 authorised private firms to train over a thousand motorcyclists. In May INTRANT certified 189 youth as “Guardianes del Tránsito,” mandated a 30‑hour road‑safety course and recorded 213 motorcycle deaths, renewing the helmet‑use debate and formalising motoconcho services. June saw a crackdown on illegal motorcycles, seizing 599 bikes, detaining 63 riders and lifting category‑1 licences by 107.5 %. By late June INTRANT logged 2,808 operators. A sand‑filled truck collision injured a motorcyclist on the Quita Sueño highway on 2 July, prompting calls for stricter measures. INTRANT opened driver‑license offices in Samaná (8 July, 200 licences daily for 49,625 owners) and Hato Mayor (11 July, serving ≈ 29,772 owners) as part of a plan to double district coverage. A 21‑year‑old rider died on the El Seibo‑Las Cuchillas road on 13 July. A DGII report (14 July) showed motorcycles represent 81.2 % of registered vehicles in border provinces, concentrating risk in Monte Cristi, Dajabón and Santiago Rodríguez. Municipal officials in the Dominican Republic, Mexico and Kuwait called for tighter regulation after recent fatal crashes, and commentator Eduardo Martínez urged stricter transport policies after a collision on Avenida John F. Kennedy. The call reinforced ongoing enforcement and education on 15 July.

On 20 July Intrant issued 58 “Guardianes del Tránsito” learning permits to the program’s inaugural graduates, bringing the pilot to 620 students across six schools. On 30 July Intrant opened its first driving‑license office in Monte Plata, expected to serve over 52 000 residents, issue up to 200 licences per day and provide biometric registration, medical exams and modern poly‑carbonate documents, further decentralising services nationwide.
