Overview

The Election Commission’s Special Intensive Revision (SIR) of electoral rolls in Karnataka continues to address discrepancies and unmapped records. Following directives to prosecute those submitting fraudulent Form 7 applications, political tensions have escalated. While Chief Minister DK Shivakumar accused the opposition of a conspiracy to target minority and marginalized communities, BJP leaders, including BY Vijayendra and BS Yediyurappa, met with police to demand the withdrawal of FIRs against party workers, arguing that filing applications is a legal right.

New data from the Citizens' Watch Committee suggests patterns of targeted misuse of Form 7. In the Babaleshwar constituency, one individual reportedly submitted 493 objections across 30 booths in two days, with 90.1% of those targets being Muslim voters. Similar patterns were observed in the Bhalki constituency, where a small group of 29 individuals submitted objections against 4,136 voters.

To manage the workload and address allegations of intentional voter removal, the Greater Bengaluru Authority (GBA) has accelerated the SIR process, appointing 1,117 additional Assistant Electoral Registration Officers. In the GBA area, which covers over 5.6 million voters, more than 2.4 million notices have been issued. Officials stated that a Standard Operating Procedure is in place, including door-to-door verifications for ‘not mapped’ or ‘logical discrepancy’ cases to ensure eligible voters are not excluded. The Election Commission has announced that the final voter list for Karnataka will be published on October 27, followed by a special voter registration drive.
