Overview

The Election Commission’s Special Intensive Revision (SIR) of electoral rolls continues across multiple states, with significant numbers of voters flagged for potential removal.

In Karnataka, the enumeration deadline was extended to 17 August. Following this, draft voter lists were released on 24 August. Out of 5.54 crore total voters, 4.46 crore appear in the draft list, while approximately 1.08 crore have been categorized under the ‘ASDD-O’ (absent, shifted, duplicate, dead, or other) group and excluded. In Dakshina Kannada, 1,50,153 voters were identified as missing due to unmapped data, name changes, or age gaps; these individuals will receive notices via Booth Level Officers (BLOs) to submit objections by 23 September. Additionally, 43.80 lakh voters statewide will be notified to prove citizenship with documentation. The final rolls are scheduled for 27 October.

Civil society groups, including ‘Eddelu Karnataka’ led by actor Prakash Raj, have petitioned Chief Minister D K Shivakumar for an extension of three months to one year. They allege that in nearly 3,000 booths, deletion rates exceed 60 per cent, potentially disenfranchising elderly citizens and workers. They are calling for mandatory door-to-door verification by BLOs before deletions occur.

In Andhra Pradesh, the Chief Electoral Officer proposed deleting 44.89 lakh electors from draft rolls, with major deletions in Nellore, Tirupati, and Kurnool. In Delhi, approximately 49 lakh voters—roughly 34 per cent—are expected to be categorized as ASDD. In Hyderabad district, nearly 41 per cent of the 43.76 lakh voters are expected to be missing from draft rolls due to the ASDD classification.
